Network SLA: Defining and Contracting Service Commitments
Define and formalize network SLAs: availability, latency, throughput, and MTTR. Internal SLAs (IT → business) + external SLAs (MSP → customer). Measurement, reporting, and service credits. 2026 guide for CIOs.
SLA Metrics
- Availability (Uptime): 99.5% to 99.999%
- Latency: maximum WAN/LAN latency in ms
- Packet loss: <0.1% for critical services
- Jitter: <30 ms for VoIP
- Throughput: guaranteed minimum
- MTTR (Mean Time To Resolve)
- Ticket response time: P1 <15 min
Standard Levels
- 99%: 3.65 days of downtime/year — unacceptable for modern environments
- 99.5%: 1.83 days — basic SMB requirements
- 99.9%: 8.77 hours — standard SMB requirements
- 99.95%: 4.38 hours — mid-market enterprises
- 99.99%: 52 min — critical services
- 99.999%: 5.26 min — banking and emergency healthcare
Internal SLA (IT → Business)
- Service agreement: defines responsibilities
- Exclusions: scheduled maintenance, force majeure
- Annual review
- Budget impact: a higher SLA requires greater infrastructure investment
External SLA (MSP / Provider)
- Contractual: provider commitment
- Service credits: X% of the invoice if the target is not met (capped at 10-20%)
- Important: service credits ≠ actual losses
- Independent monitoring recommended
SLA Measurement
- Continuous monitoring: Prometheus, PRTG, ThousandEyes
- Synthetic transactions: ping, HTTP, apps
- ThousandEyes: external user perspective
- User sentiment: surveys + NPS
- Mandatory monthly reporting
Standard Exclusions
- Scheduled maintenance (notified 48 hours in advance)
- Force majeure
- User actions (configuration errors)
- Third-party factors (ISP outage)
- Vendor TAC response time
Key Clauses
- Precise uptime definition (who measures it, and how?)
- Measurement window (monthly rolling or yearly)
- Progressive penalties
- Termination right if the SLA is missed 3× consecutively
- Quarterly review
- Automated reporting
